District Probation & Aftercare Association is popularly known as “BAL KALYAN SANKUL”(Center for Child Welfare) is an (NGO) which has been granted by the government and has got a leading response from the people.This Association takes cares of children from 1st day itself and treats them like family helping them to live a life of self esteem.Beginning its work in 1949, as a “Remand Home” with just 4 juvenile boys, it has become a hub of Child Welfare over the years.
From Past few years, there’s a tremendous growth in our organisation and we have extended up to 8 branches and admissions have increased up to 400 people.
In 1992, an old organization, Home for Destitute Women (Est.1931), was amalgamated with this organization & our organization took up the responsibility of helping the destitute women.
Orphan Children, Handicapped, deaf, mentally challenged, sense less, are all managed by this association.Rehabilitation of girls and boys, Education, Training, Adoption of children, Marriages, Responsibility after marriages is also taken care by our organisation.In This way,In 1991, “Hindu Orphan Welfare” Association got established and it got extended and now its named as “Balkan Sankul”.
On a campus of one acre(0.4 ha.) and buildings of over 32000 sq.ft. (3000m2) built-up area presently we have 25 babies (0-6 yrs), 140 boys(6-18yrs), 175 girls(6-18yrs) and 15 women (above 18).These are looked after by a staff of 75, one for every five inmates.We have designed our buildings as eco-friendly as possible, making use of daylight, natural wind, rain harvesting,etc.

Our Missionis to provide shelter and all the necessities of life for enabling children and women to live a self reliant and dignified life.
With the help of seven departments and two facilities we take care of many activities to support the underprivileged.
We Protect, Nourish, Educate & Rehabilitate destitute, orphaned children
We admit the children in conflict with Law (formerly called the Juvenile Offenders) provide them shelter and necessities of life, counsel & reunite them with their families after due process of Law.Those who don’t have anybody to take care of, the organization becomes their protector.
We take orphaned, abandoned and relinquished babies under our caring and loving wings, nurture them and give them in adoption to couples in India.
So far over 200 babies were given in adoption in a span of fifteen years.
We offer shelter to destitute women, Train them in various professions/trades and rehabilitate them.
Young women of marraigeable age are married to suitable grooms of their choice.So far 70 women have married men of their choice.
Management
The Organisation is a Trust registered under Bombay Public Trust Act, 1950 and is managed by a Working committee of 30 members. Seven of these are government officers ( Ex.Officio Members), fifteen are from civil society (nominated by General body in its Annual General Meeting) and the remaining represent organisations and chairmen of government appointed committees for Child Welfare such as Child welfare Committee and Juvenile Justice Board. District Collector is Ex-officio President and Superintendent of Police Ex-officio Chairman of our Organisation.Five office bearers - two Vice Presidents, Honorable Treasurer, Honorable Secretary and Honorable Joint Secretary - are from the 15 members nominated by the General Body.Honorable Secretary with the help of Honorable Treasurer and Honorable Joint Secretary manages the Trust and also monitors the work of the various departments.

Students from the organization got admission in reputed educational institutes such as Maharani Tarabai Vidyalaya, New High School, Shahu Dayanand High School, S.M.Lohia Juniour College, New College, Government Polytechnic, etc. Some students have undergone different courses like ITI, MCVC, Personality Development and have been placed in Reputed firms.
The girls who take primary education are sent to Maharani Tarabai Vidyalaya & the girls who take Secondary Education are sent to other reputed Schools.Some students have undergone different courses like ITI, MCVC, Personality Development and have achieved a good Job in Reputed firms.
The students who are from 9th or 10th std, are given extra coaching classes by “Private Teacher Association”.Three students have been given CNC / VMC Training and one student have completed training in ITI. Also, our Organization have started Nursery for Children for playway and education needs.
This wing works for supportless girls between the age group of 6 to 18.This wing takes care of the girls who grow in "Vatsalya Balsadan" but are not adopted by anyone. Also this organisation take cares of supportless and shelterless girls of society.This wing is the original Built-in sector of orphan women home. This organization has been granted by government as "Lower and Higher Child Care Home".This wing is currently shifted to new building of the organization.
This wing works for women between the age group of 18 and 40.Work like upbringing, protection, rehabilitation of destitute girls,unwed mothers,dowry victims, abondoned women is done here.Facilities of maternity, marriage, family counselling, training, employment are made available here. It is definitely a "Maherghar(house of parents)" in real sense of the term for destitute girls."Maherghar" scheme of the government is being implemented through which girls and women are given financial aid. A training center has been developed to make them financially independent.Orphan, destitute girls are rehabilitated through marriages & make them stable in their whole life.Till today, 55 girls are now living with their respective families happily and contently.
The girls who take Secondary education are sent to Reputed Private Educational Institutes and the girls who take Primary Education are sent to Municipalitiy Schools. Those girls who are interested for industrial visit are Sent to ITI and already three of them have completed the same. Four Girls have taken admission in Arts and two of them in Commerce.
Regular Medical visit and Check up is done by Amway to take care of the healthcare needs of children and inmates.
General Checkup, Dental Checkup, Medical Treatment are held by Rotary Club Of Kolhapur & by Amway Opportunities.

The centre focuses on educating children by admitting them into local primary and high schools. During the admission process, special preference is given to orphans, single-parent children and the girl child.Children are the future of our nation, so special emphasis is given on their proper education.For an emerging and developing country like India, child education is the key to the progress of the nation.
Also, good infrastructure, with facilities like computer lab and library are available to aid education.We have a full time academic staff as well as non academic staff for helping the child education and supporting extra curricular activities.The centre aims to make the students confident, self reliant, versatile and equips them to face the challenges of life.
We have a comprehensive approach where health promotion and prevention are given equal importance while administrating curative care.Regular immunization and health check up is done by visiting doctors.Special care is taken towards the health of infants.Regular medical care, health and hygiene are managed by the staff for the children staying at our Organisation.Healthy diet including meals, fruits and milk is provided on time to all the kids keeping a check on their nourishment and growth needs.
Our organisation creates opportunities for the vulnerable and disadvantageous in order to enhance their socio-economic status.We provide training to underprivileged adolescent youth in English proficiency, basic Computer education and Soft Skills for enhancing their prospects of employment in the mainstream industry.We educate and train the youth to be confident, self reliant, versatile to equip them to take up challenging roles and jobs.Special training is offered to destitute women in various professions, trades in order to rehabilitate them.
To scale our projects we hold several creative and innovative workshops taking help of industries, partner organisations and technology for social change. We organise workshops, training camps, seminars and public forums for our children, staff and for the involvement of public into our projects. Workshops for Children Workshops are organised for the school children for making effective the school curriculum by creating a better understanding of nature, of cultural and artistic practices. They also seek to enhance the personal, artistic and creative development of children. The programmes are based on carefully designed learning materials that help children to practical experience and understanding as they gain skills. Past workshops have covered:Pottery, Paper and waste object Recycling, Jewellery Making, Story telling and Paper Crafts,Puppet shows, Painting, Embroidery, Block Printing, Bamboo Craft, Bamboo Weaving.
Our organization provides sports material to Girls and boys and has appointed a sports trainer for them. Personal, Intellectual, Team and funny games are played in our organization. Recent we have Sports Material for Volleyball, Cricket, Football, badminton, Drum, Pole Gymnastics. Training is provided for Kabaddi, Kho kho, Wrestling, etc.In 2013-14, organization has arranged the Sports Festival which includes games like 100 meter running, Long Jump, Shooting, Funny Games, Kabbadi, Kho-Kho, Cricket and riley etc. Mr Tukaram Mahadev Kadam is working as a Head of the sports department in our organization.

Domestic violence stemming out of dowry, rape, harassment and alcoholism are just a part of it.We educate and support women to stand against the atrocities of society and make them aware of their rights.We create an environment where women can stay and recover from such odds and violence. We educate and provide support to women enabling them to take independent decisions on their personal development for leading a self reliant life.We offer shelter to destitute women, Train them in various professions/trades and rehabilitate them.

R Ambedkar for his splendid contribution in preparing the Constitution of India.Flowers and garlands were presented to the statue of Dr. Ambedkar by Shri. Suresh Shipurkar.The celebrations included activities like dance, painting, debate, dramatics, essay writing as well as sports
The first day of May is Maharashtra Day, commemorating the formation of the state of Maharashtra from the division of the Bombay State on 1 May 1960. Maharashtra Day is commonly associated with parades and political speeches and ceremonies.Honourable Guest. Tukaram Dattaray Kulkarni hoisted the flag on this day.At this event staff members and girls and boys were present to celebrate the day.
Shri Chhatrapati Shahu Maharaj, born on 26 June 1874 was the first Maharaja of state of Kolhapur.King Shahu Chhatrapati was considered as a true democrat and social reformer.He carried out efforts to provide education and employment to all. He initiated the process of providing free education to the children of the downtrodden class. To celebrate the anniversary one of the renowned doctor Dr. Ashok Bhubali was invited to share his thoughts and guide the children.
This day pays Tributes to Lokmanya Bal Gangadhar Tilak, who created a new system that taught young Indians nationalist ideas through an emphasis on Indian culture. Tilak began a mass movement towards independence that focussed on a religious and cultural revival.His statue was decorated with flowers and paid homage by Mr. Bhiksheth Patil.
Independence Day, observed annually on 15th August, commemorating the nation's independence from the British Empire on 15 August 1947.The holiday was observed with flag-hoisting ceremonies, parades and cultural events by the association. Children and staff celebrated the day by listening to patriotic songs, watching patriotic movies
Sarvepalli Radhakrishnan was an Indian philosopher and statesman who was the first Vice President of India and the second President of India. His birthday is celebrated in India as Teachers' Day on 5 September.The day marks a day of gratitude and respect to the selfless efforts of teachers. This day is also celebrated to honor Dr, Radhakrishnan, the great teacher an academic philosopher.On this day students and children were told about the importance of teachers and education.
On 6th Sep mass marriages are organised to settle down young men and women of our Association.Young women of marraigeable age are married to suitable grooms of their choice.So far 70 women have married men of their choice.The day is clebrated by following marraige traditions, tieing a knot and arranging all the celebrations.
Ganesha Chaturthi is celebrated in honour of the god Ganesha. This festival involves installing clay idol of Ganesha,which is worshipped for ten days with different variety of herbal leaves, sweets. The staff offer sweets after puja to members and children who enjoy the Cultural festival.The idol is immersed at the end of the festival in a body of water such as a lake with fanfare and enthusiasm.
Mahatma Gandhi Jubilee Day is celebrated by organising functions by paying our respect to the father of the nation and remembering him on this auspicious day of his birth which is also recognised as International Non-violence Day by the United Nations.The day is celebrated to inculcate the values of nonviolence and patriotism in todays youth.
Children's day in India is celebrated on Pandit Nehru's birthday as a day of fun and frolic, a celebration of childhood, children and Nehruji's love for them.Our association remembers this day and children are carefully and lovingly nurtured by us, as they are the future of the nation and the citizens of tomorrow.Children are the real strength of a country and the very foundation of society, so we take initiatives towards the upbringing and education of our Children.
On the 15th Amway anniversary they donated 1 lakh 50 thousand rupees to the Association for the welfare of the kids and organisation.They took the kids to a multiplex for an outing and watching a technology related movie.
On sports days children participate in the sporting events, winning trophies or prizes. Games include sprints and races for all age groups as well as lemon and spoon races. Three legged races are run as well as sack races and riley race.Football, volleyball, basket ball and cricket matches are held and winners announced there after.The motive behind organising Sports Day is to enable the all round development of children through participation in extracurricular activities
Extra curricular activities and cultural programmes are organised on this day.The developments and new projects are shared with staff members. The opening ceremony was performed by Mr.Suresh Shipurkar. All the children and staff actively participated in this event.
Police inspector Mr. Poman spoke to children sharing his thoughts about their lives and future.He guided the children to become responsible humans and to make society a secure place. Also, he told about the role of police in maintaining the safety and decorum in society.
Savitribai Phule is one of the supreme lady who fought against the totalitarianism of caste and other social evils in India.She took initiatives to give education for downtrodden. She is remembered on this day for her contribution towards education for the restoration of social and cultural values.
Constitution of India came into force on 26 January.Flag hoisting and parades are organised to mark the day and to remember the contribution of our freedom fighters and soldiers.The children participate in parade and cultural events and celebrate the spirit of freedom.
Chatrapati Shivaji Maharaj was the founder of the Maratha Empire in western India. He is considered to be one of the greatest warriors of his time. Our Association paid tributes to the warrior king Chhatrapati Shivaji Maharaj, and a movie related to the life of Shivaji Maharaj was shown to the children to make them aware of the life of the king and to inspire them.
Women rights and women responsibilities issues were discussed on this day by eminent speakers. Dr. Vibhavari joglekar gave the speech to empower women.To eradicate the issues concerning women they should be educated, involved in decision making concerning their lives and given the liberty to choose their careers.We acknowledge to create an environment where women can make independent decisions on their personal development as well as shine as equals in society.
The staff members and youth from our Association were invited at Shivaji University to impart knowledge about various departments and educational programmes.Dist Magistrate and University Head Mr.N J pawar guided the children about various professional courses and degrees offered by the University.
We have undertaken extension of existing building & constructing a new building at site of the old building at site of the old building of one of the children’s Homes. The total cost of this project is approximately Rs. 25 million($500,000). One Project, a recreation hall for toddlers & a dormitory (Play School & Creche) for infants, is complete.The cost of the project was Rs.3 million ($60,000). Another project, adding two floors to the existing building of Sou. Nalini S. Pant Walawalkar Observation/Children’s Home for Girls, is Underway.This will cost us about Rs.9.9 million ($198,000). For the third project, pulling down the existing old building of Dr.S. Radhakrishnan Observation/Children’s Home for Boys & Constructing a new one on the same site will be taken up this year.This building will have an attached Gym and “Akhada”(Wrestling ring) unit & will cost around Rs.13 million($260,000) We solicit funds from Corporate Bodies, Industrialists, and Businessmen, not for Profit Charities and Citizens to complete the remaining work.

The annual expenses of the organization are in the range of Rs.8 million ($1,60,000) to Rs.9 million ($1,80,000).
This does not include funds required for repairs & maintenance, infrastructure, enhancements & additions of facilities.
->We receive grant from the Government of Maharashtra as per the rules in this respect which takes cares of about 65% of the expenses.
->The gap between the actual expenses & receipts translates into anywhere between Rs.2.8 million ($56,000) & Rs.3.15 million ($63,000).
